中新网北京4月27日电 (记者 刘文文)近年来，多地将目光聚焦友好近邻东盟，积极走进东盟国家开展增进合作活动。近日，广州市委书记、南宁市委书记、烟台市市长、温州市市长、防城港市委书记等纷纷率团出访东盟，会见会谈，召开会议，对接商机，考察企业，签署了一系列合作协议。
RCEP产业合作委员会主席、中国首席东盟商务专家许宁宁分析，多地积极发展与东盟国家合作主要有六个原因。
一是中国与东盟政和商通，易于省区市推进合作。中国与东盟已连续四年互为最大贸易伙伴和重要投资伙伴。
二是省区市积极实施“双循环”经济发展，抢抓RCEP机遇。邻近的东盟地区是“双循环”经济发展对外循环的易实施区域，尤其是中国与东盟实施了自由贸易政策，省份积极发展与东盟国家合作有益于促进贸易、投资合作。
三是省区市积极践行共建“一带一路”倡议，彰显开放合作发展作为。东盟是与中国共建“一带一路”的典范地区，省份积极增进与东盟国家合作，是落实高质量共建“一带一路”目标任务。
四是中国改革开放以来，许多省份与东盟国家建立和发展了友好关系，形成了增进合作的有利基础。
五是东盟致力于经济增长，增速快于全球经济平均增速。东盟十国经济发展水平不一，同样中国的东部、中部、西部也存在发展差距，双方合作均可找到互补性、切入点。
六是中国和东盟关系活力在地方。中国和东盟地方交流形式多样，内涵丰富，灵活性强。2023年9月召开的中国—东盟(10+1)领导人会议宣布，2024年为“中国东盟人文交流年”，提出双方大力支持地方等各领域交流合作。
许宁宁说，相信各省份在中国—东盟全面战略伙伴关系合作中将发挥更大作用，将获得地方更大开放发展收益。(完)
